The engraving belongs to the publication "Twelve Views in the Basque Provinces illustrating several of the actions in which the British Legion was engaged with Carlist Troops". The French Legion kept the boats, the Hermione and Meteore, docked in Pasages to counteract the English presence. See also the watercolour, "French Frigate [sic] "Hermione" at Passages" with the same vessel (ND 3238).
